Read beyond the main description
Look for how the proposal handles deck repairs, masonry, gutters, access equipment, interior restoration, and removal of unrelated installations. Some may belong to other trades. Ask which items are known needs and which are allowances for conditions that cannot yet be seen. Two bids can look similar while covering very different boundaries.

Assign responsibility before starting
For each excluded item, identify who will assess it, who will perform it if needed, and how it affects the schedule. Put agreed clarifications into the project documents. Avoid relying on a verbal assumption that a detail will be handled by someone else. The most useful comparison is a scope with clear responsibilities, not a proposal that appears shorter because difficult interfaces are left unexplained.
